Description:
FLUME-2983 and FLUME-2872 add code to migrate zookeeper offsets to Kafka
offsets. Because the code is temporary, was slightly different, and there was
not an obvious shared location for the common code, the code was written in
both places.
This jira is to track consolidating the migration code to a common place.
