After a PR is accepted from someone who has never contributed before,
I comment on the PR and ask them if its ok to post about their 1st
contribution on Twitter.  Below are some examples

I have been trying to think what Apache could do to celebrate
someone's 1st contribution to an ASF project.  While thinking about
this, I thought about tweeting.  Its great that comdev is retweeting.

I think it would be nice if 1st time contributors to the ASF could get
a t-shirt or something (kinda like hactoberfest by digital ocean :)
from the ASF.  Is that something the ASF could fund?
