That is a very good point. Discussion should happen during the proposal phase to arrive at a good solution. If a vote is considered to be needed, then that is called at the end to be sure that people are happy with the direction.
Yup.
As an important Apache member told me, votes tend to polarize. Since Apache is about consensus, calling a vote too early does not help. In a 'perfect' Apache project, votes are necessary only for releasing and checking consensus on important decisions.
