My vote is -0 ... the reasons are similar to Tim's. I basically don't see the need and i get concerned that it changes the perception of what it means to be a committer. It is easy for existing committers to send patches to other projects, then go on track to become a committer there too.
Yet i am happy for this proposal to go ahead if others want that. -David
