No that is not the correct place, but it was a workaround
to get you going.
Look to some other plugins for examples of how to
handle the DTDs, e.g.
org.apache.forrest.plugin.input.listLocations/resources/schema/
In particular you need to look at the catalog definition files that tell
Forrest where to find the DTD.
