I am slowly reading through all mails that I missed while I was in
Germany. That is the reason for my late response.

I am -0 on this. 

I understand you that since the dispatcher is a plugin the documentation
should go there, but since the dispatcher should become part of the core
(not physically but as dependency) IMO it should be in the core docs.

However if somebody will move the docs I am not standing in the way.
