Content objects have a conflict on the use of <site @href...> in site.xml

If we set an @href attribute in the root of the site.xml file so that we can 
embed it in a master content objects site.xml file this works fine for the 
master object.

However, if we want to use such a content object as a master then the URL space 
is configured to use the @href as a prefix.

It is not clear to me why the site.xml document has @href value in the root. 
Certainly I have never seen it used and I've always wondered why it is there. 
Perhaps we can just ignore it when the site element is a root element, but use 
it when it is embedded. This requires discussion.
