Cocoon "Running modes" are not supported in Cocoon-2.1 (only 2.2). See
COCOON-2064 and r609477. So this feature added by FOR-917 is now removed (see
r688261). Cocoon properties are instead set in main/webapp/WEB-INF/properties/
