tune the logging system configuration

Our logging system configuration has always needed a bit of tuning. Now it
really needs it. There is a huge logfile at build/webapp/WEB-INF/logs/debug.log
after doing forrest site. It is full of DEBUG messages even though our logging
system is set to WARN.
So probably need to synchronise with that from Cocoon-2.1
