A project can use a CatalogManager.properties file to specify the verbosity
level of the catalog entity resolver. This works fine during the phase of
generating docs via Cocoon. However it has no effect when doing 'forrest
validate-xdocs' i.e. via Ant.
The directory which holds the CatalogManager.properties file needs to be on the
classpath when the "xml commons resolver" is used by Ant.
