ant Main class not found

I'm running windows XP SP3 and get the following when running forrest from the 
command line in a site directory.

        C:\dev\eclipse-ws\policy\Imperius-site>forrest site
        The syntax of the command is incorrect.

        Apache Forrest.  Run 'forrest -projecthelp' to list options


        The syntax of the command is incorrect.
         Exception in thread "main" java.lang.NoClassDefFoundError: 
org/apache/tools/ant/Main

Perhaps this has something to do with the /cygdrive based path names.
