Summary: Allow developer to set security permissions within
functions

Currently users need DATA:WRITE permission to execute a function on the
servers. As an application/function developer, I would like to specify in my
function what permissions are required to execute it.
Additionally, when I deploy my function to a cluster with security configured,
if I have not specified user permissions, the deploy should fail.
