GEODE-3340: Refactor ConfigCommandsDUnitTest to use test rules

`ConfigCommandsDUnitTest` extended `CliCommandsTestBase`, a deprecated
class. It has been updated to use current test rules, and it also runs
independently over HTTP (no longer is run through `CommandOverHttpDUnitTest`).
