My vote would be to essentially start from scratch and port the code over to ExtJS4 I think much of the internal code in GeoExt classes will remain the same. The major changes are: 1. the way classes are declared and defined 2. data store & record definitions

I think many people are interested in having GeoExt support ExtJS4 and Sencha Touch. What could be discussed upfront is whether we're going to modify the current lib, or start over, moving and porting code from GeoExt1 to (what could be) GeoExt2. Any opinion on this?
