I don't think we need this other then "copy the extension to the java/ext
directory". The spec suggest that this would be nice, but goes into details
about how little is acutely required:
A J2EE product is not required to support downloading of optional packages
(using the <extension>-Implementation-URL header) at deployment time or
runtime. A J2EE product is also not required to support more than a single
version
of an installed optional package at once. A J2EE product is not required to
limit
access to installed optional packages to only those for which the application
has
expressed a dependency; the application may be given access to more installed
optional packages than it has requested.

Description:
Geronimo should support an extension directory where packages can be stored and
then referenced by applications using the standard package extenstion
mechanism. Something like this is needed to support J2EE8.2
