I have to disagree with one point here, which is that JSR-88 can work without the server running. In particular, if you launch it just like the existing deploy tool, it gets it's own mini-server-environment right there and it can used the in-VM JSR-88 deployer to deploy while the server is down. That only works on the local machine, of course.
As I read it, the restrictions that the spec imposed on the permissions the provider had would preclude this. It would work with our own tool if we granted sufficient perms but I wanted to point out it was not a compliant solution.
