In 1.0 if you declare a resource-link in a Geronimo deployment plan, the 
deployer will search your own configuration, (any parent configurations?), and 
any top-level deployments in the server.

In 1.1, we reportedly current search only the parent configurations to resolve 
references, no longer checking all top-level deployments in the server.

I would like to search top-level deployments like we did before, and if we find 
something not in the parent path emit a warning that this application cannot be 
safely exported as a plugin or to other Geronimo servers due to an unrecorded 
dependency.

If we instead keep the new behavior of searching only parents, we need to 
ensure that all documentation is updated accordingly (including the DB pool 
usage screen in the console).
