It works great. We've used it in the past for switching to pre- release branches, etc.

Maybe... I've never used svn switch before... not sure I would trust it ;-)

This is a simple change... but will have a large affect on developers, who will need to checkout again.

Maybe a svn switch would work ?

When is a good time to implement this?

server/*. This will make the top-level of our repository more
consistent.

Specifically, I think we should:

svn mkdir https://svn.apache.org/repos/asf/geronimo/server
svn mv https://svn.apache.org/repos/asf/geronimo/tags https://
svn.apache.org/repos/asf/geronimo/server/tags
svn mv https://svn.apache.org/repos/asf/geronimo/trunk https://
svn.apache.org/repos/asf/geronimo/server/trunk
svn mv https://svn.apache.org/repos/asf/geronimo/branches https://
svn.apache.org/repos/asf/geronimo/server/branches

And then update the pom's in server/trunk to reflect the new location
for scm tags.
