scout 0.5 jar still has bunk log4j.properties

Do we have any friends at the ws project that can re-release scout  
0.5 without a log4j.properties file?

Or else... I think we need to add some magic to the build to  
download, strip that file and then re-install the dependency to  
remove the bunk log4j.properties file.
