plugin-repository-list URL in config.xml

I noticed that config.xml's DownloadedPluginRepos gbean points to a file 
in Aaron's home directory. 

   <gbean name="DownloadedPluginRepos">
     <attribute 
name="repositoryList">http://people.apache.org/~ammulder/plugin-repository-list-1.1.txt</attribute>
     <attribute name="userRepositories">[]</attribute>
   </gbean>
Should we be looking at moving this to a more formal location?  I'll 
create a JIRA if others agree.
