Can someone help me fix or fix this in the trunk?  I could figure the equivalent of Step1 and the second part of Step 2 in trunk.  I can not figure the first part of Step 2 (and can not experiment right now coz I have build failure on trunk).

Solution:
1. Modified applications\console-standard and applications\console-framework not to bundle the jars in war.
2.  Modified configs\console-tomcat and configs\console-jetty to copy the jars to repository and add those as dependencies in application plan.

Fixed in branches\1.1 in rev 472897.
