SwitchingModuleBuilder should always hand out the single builder if it only has
one registered.

SwitchingModuleBuilder will only hand out an exact match or a builder
registered for the default namespace. If there's only one builder registered,
it should hand that one out. This makes it possible to use the car plugin to
deploy to jetty or tomcat using the same plan, only setting which deployer is
started in the car plugin configuration.
