The attached patch fixes this problem.
The DeploymentUtil.unzipToDirectory() assumed that a given directory entry
within a jar file would appear before a file entry within that directory. If a
file entry appeared before the corresponding directory entry (as in this war
file) the directory was not yet created and therefore the file could not be
created.
