The CorbaModuleBulderExtension is using the vendorDD information in the
createModule() method to decide whether the defaultEnvironment needs to be
merged. Unfortunately, the vendorDD() information is not available at that
point, so the defaultEnvironment will never end up getting merged. This module
needs to access the jaxb version of the plan in the createModule() method.
