According to the Application EARs portlet, the system-database config is a 
parent of the app we're having problems with (i.e. the console).   But based on 
the way that java.sql.DriverManager#getConnection() works I don't see any way 
that system-database in the lineage would have an effect unless it was made a 
parent of jee-specs.  The underlying problem is that as long as JSTL is loaded 
from jee-specs the DriverManager will also try to load the database driver from 
jee-specs' classloader.
