Hmm. When I build tags/xbean-3.2 (just running 'mvn', the sources
jars (e.g. xbean-3.2/xbean-osgi/target/xbean-osgi-3.2-sources.jar)
contain the NOTICE and LICENSE files.

This is on Mac OS X and Maven 2.0.7. What system/OS and what command
are you using to build?
