rev 604483 implements the "source plugin repo" concept and cleans up a lot of
related code. It also changes the meaning of the start flag on plugin
dependencies. Now the plugin installer gbean tries to start plugins it can
find using its PersistentConfigurationLists after installing a plugin list.
The start flag can be used to override the load flag on dependencies that
happen to be plugins.
