Ignore that last comment.  I forgot that GERONIMODEVTOOLS-402 was not in GEP 
211.  I was using the http://www.apache.org/dist/geronimo/eclipse/updates/ 
update site.  Using 
http://people.apache.org/~tkirby/releases/2.1.2/RC1/staging_site/eclipse/updates/,
 which has 402, this works.
