Ted,
I think because "org.apache.geronimo.st.v21.{core,ui}" have dependecies on
"org.apache.geronimo.runtime.v21", "org.apache.geronimo.runtime.v21" have to
added too, when you added org.apache.geronimo.st.v21.{core,ui} to v20 feature.
