Yes the section on previous releases can be added in each of the gep docs in an 
incremental order as in 
V2.1 can have links to V2.0 
V2.1.2. can have links to V2.0 and V2.1 
V2.1..3 can have links to v2.0., v2.1 and v2.1.2 
and so on.

In addition to these  adding one page on the top of all these will further 
increase the usability of our docs and user will find everything at one place. 
And he may not have to navigate to V2.1 first to find doc link  for V2.0. This 
can be something like the G download which enlist all the version on one single 
page.
