The head of http://people.apache.org/repo/m2-snapshot-repository/ states:

<snip>
NOTE: Some projects have moved their snapshots to a new repository at http://repository.apache.org/snapshots . You should update your Maven builds to use the new repository url since the contents of this repository is also proxied and aggregated at the new url.
</snip>

So it makes sense to use it and not add another repository into the mix.

For in the root Apache 6 pom file, a snapshot site has a same id of apache.snapshots, which points to a new site : http://repository.apache.org/snapshots
