Should the NOTICE file include W3C and OMG notices?  Are those left in
there from prior releases (when we had a common Notice file for all
specs) and need to be removed and a new RC created?

I was able to build from the tagged source and the mvn rat:check passed,
but would like to see unnecessary notice/license entries removed before
voting on this.
