The components AbstractSinglePoolConnectionInterceptor.IdleReleaser is
expanding the number of permits by the number of idle connections it releases
every time it runs. Since all the connections were idle in the first place
there were no outstanding permits for them and the permits don't need to be
adjusted at all.
