I'll review this patch in more detail soon but using WebAppInfoBuilder in some
security builder tests is IMO not a good enough reason to move it from deploy
time to runtime code. I think the tests can either be moved to
web-2.5-deployment or changed to construct an info tree directly. Is there any
other reason to move this code to geronimo-web?
