The axiom and axis2 components will be promoted to central today.
The vote to release the JSON bundle received a -1 vote from Kevan
Miller, so that component was removed from this group vote and a new
vote was started for a corrected version of that bundle.
The vote to release the scout bundle was canceled because of a request
from Shawn Jiang. That component was also removed from the group vote
and a new vote will be started for the corrected component.
