There's an Apple Problem ID: 7467342, but I didn't track that down to a URL.
FYI, I'm on Safari 5.1.5, Mac OS X 10.7.3 and downloads work for me. I'd seen
reports of this being fixed in 5.1.2, but you seem to be evidence of
otherwise...
I'd be open to alternatives to work-around the problem...
