sorry formatting did not come out. so after cycling through the X healthy
workers until X^2 partitionID's are assigned, this is the grouping from above
as worker(owned partition id's):
worker 1 (1, 6, 11, ...)
worker 2 (2, 7, 12, ...)
worker 3 (3, 8, 13, ...)
hopefully thats a bit clearer. Anyway its in HashMasterPartitioner too
