There is a plan to standardise the location of DOAPs at the top-level of the
TLP web site.
This has the advantage that it is easy to find, and won't move if the code
management system is re-arranged.
Would it be possible for you to add the file to your site, e.g. at
giraph.apache.org/DOAP.rdf
By the way, DOAPs are independent of a release.
They don't really belong in a release package.
