   - [X] Here are some details about my PR, including screenshots (if 
applicable):
   The CopyDataPublisher uses HadoopUtils.renameRecursively() to publish the 
staged data to the root path "/". HadoopUtils.renameRecursively() will check 
for the existence of the target directory and its parent directory and call 
mkdirs to create missing directories if the parent directory does not exist.
   
   This check may return an AccessDeniedException if permissions are limited on 
the parent directory.
   
   For directories, treat the AccessDeniedException as an indicator of 
existence to allow the recursive renaming to proceed in this scenario.
   
   ### Tests
   - [X] My PR adds the following unit tests __OR__ does not need testing for 
this extremely good reason:
   testRenameRecursivelyWithAccessDeniedOnExistenceCheck
   
   ### Commits
