### Description
- [x] Here are some details about my PR, including screenshots (if
applicable):
Right now the wait time between polling is fixed 1 min, which would
potentially generate too many Salesforce calls when the bulk job is large.
Thus, this PR proposes to do exponential backoff with min of 1 min and max of
10 min to reduce the polling frequency.
In addition, this PR also changed the logger position, so as to make more
sense.
