And after verification, we rarely use anything in the env config, so this PR is to avoid that fallback ### Tests - [ ] My PR adds the following unit tests __OR__ does not need testing for this extremely good reason: local build and test on prod to make sure env is not loaded now and pipeline works as expected ### Commits - [ ] My commits all reference JIRA issues in their subject lines, and I have squashed multiple commits if they address the same issue.
