We add the fs.uri in dataset descriptor to make sure it's a scalable way for us to config the file system uri. By default, we use the fs.uri from data node ### Tests - [ ] My PR adds the following unit tests __OR__ does not need testing for this extremely good reason: Unit test, also test deploy GaaS locally with new datapack ### Commits - [ ] My commits all reference JIRA issues in their subject lines, and I have squashed multiple commits if they address the same issue.
