Review Comment:
   I wonder: when we're running in full multi-active mode, won't this always be 
active? 
   
   ... or is it that even when the class is "always active" there's still a 
need to wait to turn on metrics reporting until we've initialized and finished 
"startup"?
   
   either way, I suggest clarifying in method javadoc, e.g. that this is either 
interim functionality we'll remove once we fully achieve MA or that for 
whatever reason you describe we expect to always retain this impl
