I think there is one peril to the design I suggested, it exposes the internals
of a datastore to users who write filters. Therefore it become part of the
public API, possibly impacting the ability to make drastic changes to a
datastore. If the optimizer interface only exposes stable hbase and accumulo
APIs, then maybe this not an issue.
