Pekko is currently exploring how to properly publish a Gradle plugin and it
currently appears to be unclear as to whether we are forced to use Gradle's
official Plugin Portal (i.e.
https://docs.gradle.org/current/userguide/publishing_gradle_plugins.html)
or whether we need to figure how to both publish and resolve plugins in
ASF's own official Nexus repository.

I noticed that there appears to be plugin artifacts for the Apache Gora
project in Gradle's Plugin Portal (see
https://plugins.gradle.org/m2/org/apache/gora/org.apache.gora.gradle.plugin/).
Would it be able to provide details on how the Gora project obtained the
Gradle Plugin Portal account/credentials?
