+1 Release announcements should be as wide as possible.
Lots of projects also have a dedicated "announcement" list for important
stuff like releases or major url changes etc. People seem to like that
in my experience.

The users mailing list is deprecated, in favour of the forums. The dev
list is still the place for development discussions.
Nevertheless, we should probably still post announcements to the user
