We use a RepositoryHandler for publishing.repositories, and RepositoryHandler is a NamedDomainObjectList<ArtifactRepository>.
This makes sense for resolving because the order of repositories is important. For publishing though, this doesn't hold. For publishing, it really is very much a Set. Not sure what to do about this.
