Groovy missing on www.apache.org

Hi!

as was noticed by Kane, Groovy is currently
missing from http://www.apache.org. This
is because we haven't published our DOAP
file yet:
    http://projects-old.apache.org/create.html

Here's my take on DOAP:
    https://github.com/apache/groovy/pull/223
