This is a duplicate of HAMA-618. Chiahung got us to the point where BSPMaster
is aware of GroomServer failure and updates its status. On Groomserver failure,
we need to get the tasks allocated to that Groomserver and run them through our
fault handling code. You might have some concurrency situations to handle.
