I doubt that's the problem with Windows at all, I bet it's much more about exact Windows configuration you working on. 20 sec startup seem to be really bad if there no obstacles for JVM to run (like antivirus which blocks JARs while loading). I wouldn't trust this machine :) Thanks, Aleksey.
